The International Railway Industry Standard (IRIS) was developed by the European Railway Industry Association (UNIFE) working group. The purpose of the standard is to create a business management system that allows have permanent improvements, emphasizing the prevention and the defects number reduction in the Supply Chain.
The IRIS certification mechanism is based on the approach in which each site is certified separately, therefore certification of several sites at the same time is not applicable to the process of assessing compliance with the IRIS standard (as it is assumed by other certification processes, for example, according to ISO 9001).
The IRIS standart application area is the development and implementation of a global business management system in the railway industry, which includes:
Stage 1. Preparatory:
1. An appraisal audit for determination the extent to which the company meets the IRIS-standard requirements;
2. Personnel training ;
3. Methodological assistance in conducting enterprise self-assessment in accordance with the "Audit Tool" methodology.
Stage 2. Organizational:
1. Definition of responsibility for the development and implementation of the IRIS-standard requirements at the enterprise;
2. Definition of the enterprise processes and its characteristics, taking into account IRIS requirements;
3. Formation of a responsibility distribution matrix for IRIS processes;
4. Development of the IRIS process interaction model;
5. Determination of the necessary documentation and records list;
6. Development of a project schedule for developing and implementing SMB in accordance with IRIS requirements;
7. Development of necessary organizational and administrative documentation on BMS IRIS.
Stage 3. Designing a business management system:
1. Bringing the Business Plan of the organization into compliance with IRIS requirements;
2. Development of mandatory processes maps in accordance with the IRIS requirements (at least 24);
3. Development of key performance indicators (KPI);
4. Harmonization the Quality Policy with the IRIS requirements;
5. Development (alignment) of the Policy in the field of technical security in accordance with IRIS.
Stage 4. Development of a business management system:
1. Development of mandatory documented procedures in accordance with the IRIS requirements (at least 16);
2. Development and execution of documents containing activities to achieve business objectives, events in the unforeseen circumstances, measures to eliminate bottlenecks in production;
3. Development of the mandatory quality records form (at least 30).
4. Adjustment of the QMS Quality Manual (ISO 9001) to the IRIS requirements.
The creation of an integrated business management system (IBMS) should be based on the principles established in all international management standards applied in the enterprise.
At the same time, the principles formulated in the ISO 9000 and IRIS standards, primarily such as the process approach, the leader's leadership and the involvement of employees, should be adopted as the basic ones. The implementation of very these principles allows the best way to ensure the integration of individual systems into a single complex;
The process and system approach principles can be realized by building an integrated model of IBMS processes according to the requirements of the selected group of standards. The model is built using the "Business Studio" Business Modeling System and the Electronic Document Management "DIRECTUM".
Stage 5. Implementation of BMS:
1. Commissioning of the developed BMS documentation;
2. Internal auditors training;
3. Organization and internal audit conduct, reports preparation on the results of internal audit;
4. Identification and implementation of corrective and preventive actions based on the audit results ;
5. Training of managers in processes measurement and monitoring methods ;
6. Registration of input data, analysis of implemented BMS, output data formalization.
Stage 6. Pre-certification preparation:
1. Testing of employees on knowledge of the work principles in the BMS functioning conditions ;
2. Organization and conduct of enterprise self-assessment in accordance with the "Audit Tool" methodology. Registration of self-assessment results in tabular and graphical form;
3. Pre-certification verification of the implemented business management system. Preparation of the report with recommendations on identified non-conformities elimination;
4. Registration and application submission to the certification body.
Stage 7. Certification audit on compliance with IRIS.
