Therefore, the need to develop a system of universal methods to reduce risks in the field of road safety for a long time was in the air. The question of creating a global standard for such an industry-based management system was a matter of time.

Finally, it was raised by the governments of many states, the World Health Organization, the United Nations, the World Bank, OECD and it was first published in September 2012 under the title: ISO 39001: 2012 "Road Safety Management Systems (Road Traffic Management Systems) - Requirements with guidance for use".

International experience shows that it is possible significantly to reduce the level of deaths and serious injuries on the roads by applying a system approach to road safety. Therefore, the published standard is aimed at reducing and eliminating the risks of severe injuries, fatalities associated with accidents. It combines best practices in road safety management, which enable organizations to achieve the desired results in this key.
