The OHSAS 18001 standard defines the requirements for a occupational safety and health management system that must be implemented. In the paragraphs of this standard, the "organization must" is used, whereas in the OHSAS 18002 standard, which gives guidance on how the requirements of OHSAS 18001 can be met, the "organization should be used" is used. The OHSAS 18001 standard is applicable to any organization, regardless of the scope of its activities. In general, it is forbidden to limit the scope or make exceptions to the scope of the standard. It is also unacceptable to exclude contractors and visitors.

In addition, the OHSAS 18001 standard is compatible with standards for other management systems, such as the standard for the environmental management system ISO 14001 and the standard for the quality management system ISO 9001, following the PDCA approach. The concept is very close to the concept of the ISO 14001 standard, allowing you to integrate or combine common parts. The Russian Register offers joint certification for compliance with two or more standards - this reduces the Organization's costs of certification.

The application of OSH management system based on OHSAS 18001 (STB 18001) is based on various principles, standards and indicators. They are necessary in order to develop a unified methodology for assessing the degree of risk of accidents and industrial injuries, as well as for developing a set of measures for their prevention and control of risk factors in the economic activities of the organization.
